ICGetDefaultKeyFrameRate
The ICGetDefaultKeyFrameRate
macro queries a video compression driver for its default (or preferred)
key-frame spacing. You can use this macro or explicitly call the ICM_GETDEFAULTKEYFRAMERATE message.
